YOU ARE HEREBY SUMMONSED TO ATTEND A MEETING OF GREAT CANFIELD PARISH COUNCIL AT GREAT CANFIELD CHURCH HALL ON MONDAY 12^th DECEMBER 2011 AT 8.00PM FOR THE PURPOSE OF TRANSACTING THE FOLLOWING BUSINESS.

3. MINUTES OF PARISH COUNCIL ANNUAL GENERAL MEETING 14^th November 2011 for approval and signature, (5 mins) – All

4. MATTERS ARISING FROM THE MINUTES – NOT ELSEWHERE ON THE AGENDA (10 mins) – All

Litter pick, Saturday 26^th November. Update on event including number of bags collected and a decision on whether to send e-mail/letters of thanks to residents who supported. Confirmation received from resident that signs were cleaned including finger posts. These are reported to be in a poor condition with flaking paint, consider what action, if any, is required.

Confirmation Rock Salt has been distributed and that the required administration has been completed and forwarded to the Clerk.

New Homes bonus, currently the Parish Council have submitted requests for the replacement Peace Oak and the Diamond Jubilee Celebrations, final decision required on any additional projects prior to end of December deadline.

Allotments, update on any findings from Essex County Council and the Rural Community Council of Essex.

Design of new Website, update from Clerk.

Comments and/or actions from circulated mail,

6.1 Consider request from Wimbish Parish Council to write to District Cllrs asking for a complete review of the allocation process of new homes bonus.

6.2 Discussion and decision on whether to respond to the consultation on Neighbourhood Planning Proposals as contained in the Localism Bill. Documents submitted to Cllrs including EALC draft response prior to meeting.

6.3 Changes to Police front counter opening hours, consider whether this Parish Council wishes to comment on the changes. Documents circulated to Cllrs prior to meeting. Responses to UDC by 14^th December.

7. PARISH COUNCIL VACANCY (5 mins) – Clerk

Written confirmation has been received from Cllr Salmon stating her intention to resign from the Parish Council with effect from 31.12.11. Clerk has updated Uttlesford. Clerk to confirm process and timetable for filling vacancy. Decision on Cllr willing to take responsibility for Crime Prevention.

8. STANDARDS AFTER THE LOCALISM ACT (10 mins) – Cllr Sams

Update from meeting attended by Cllrs Sams on changes to the Code of Conduct and Register of Members Interest, after the Localism Act. Consider the impact on Great Canfield Parish Council.
